There is no rule that anything started by a president must pay off while they are in office. Kennedy wouldn't have presided over a man on the moon even if he hadn't of gone to Dallas. Despite it taking more than 8 years, Eisenhower still promoted building the Interstate system.

Thinking only about things that pay off in the short term is a great way to paint yourself into a corner.


And usually is symptomatic of a wider corruption.

No rule, but you often get a lot more support for an idea if the current president and congress think they can get credit for it that will turn in to re-election and/or more political power.

Also my comment about the short term was in response to the context of this particular thread of conversation for example Mind Meld talking about how Al Gore " would have almost certainly lead this country to energy independence in the wake of 9/11"

I certainly support the idea of having long term goals. I just don't think government planning about the price and supply of commodities should normally be one of them.
