The looting has its roots in the giant social underclass of economically marginalized (po) people. It's easier to steal and harder to empathize with the victim of a property crime when one has hardly ever owned anything worth stealing. That does not make it moral, but these underlying causes still exist.

A friend told me a story this morning. A minister he knows went down to the area hit by Charley just after the storm to help people. He noticed a couple of very suspicious looking guys cruising around in a pick up truck and contracted a sheriff's deputy.

The deputy asked whether he was armed, and the minister said yes, he had a rifle (gotta love southern ministers). The deputy informed him that the department's unofficial policy was that if anyone should happen to be shot while looting, the person who did the shooting would never be identified.
