Agreed.

Unless you are familiar with the peculiar topography of New Orleans, it's unimaginable that water can pour into a city, and then can't get out.

In other devastated areas, at least the water can drain, and rescue crews can get in, and cleanup crews can get in, and people can come in and do what they can to save themselves.

But people familiar with the area have been predicting this for decades. Where were the plans?
