Anywhere in the world there are always two possible motives for going public.
1. By having good earnings and a good dividend attract the needed capital for expansion. Everybody wins.
2. To take immediate advantage of the buyers of the newly issued shares by funneling the profits elsewhere, with no need to expand. The insiders win.

In this respect, what do you think of Shenhua Coal?

Maybe it seems that way since you are on Money Rock Hong Kong.

If you were in Money Swamp Venice, there are no "just a tropical storm" ;-)

Extensive energy infrastructure was built up over years and years, will not be repaired instantly.

For the economic impact, note there is NO SLACK in the US energy markets - if there were, the economic impact would be much much less, since there would be moderately higher prices, but fewer actual physical shortages.
