No amount of money will keep the Mississippi River from flowing all over that huge flood plain as it has done for centuries before we were here.

I don't know what the answer is for the residential property, I do know that much of our economic development still requires a proximity to water and the boundary between water and land has only one constant, it changes. So you build in the cost of constantly repairing and rebuilding in these areas. The real argument is should this cost be carried by the individuals and companies taking this risk or is it carried by the nation as a whole?
