Wow. Great question.

I guess a number of things could happen.

Eminent domain, as in the Kelo case, and massive public housing, could be one response. I hope not, I lived in public housing in New Orleans when I was a little kid, and I think the concept behind housing projects has been discredited.

The free market solution might be for people with money to buy out the poor people, bulldoze the land, and rebuild nice new McMansions.

HUD could come in and give loans to construction companies to build housing that lower income people can afford to buy.

Maybe a combination of all three?
