It's not the stealing they would be shot for, it is putting their fellow citizens' lives at risk by making people reluctant to evacuate when a hurricane approaches ... they have the blood of innocent people on their hands.

How 'bout reviewing where retail gun/ammo sales occur, and at least posting an armed guard there who can shoot to kill? For a start....should be in the civil defense plan, but we are rapidly learning the playbook currently being used has lots of holes.
