It's a difficult problem. Cops don't get paid enough to run around picking off looters ... it's not in their job description, for that kind of job you are talking big $$$.

And most people aren't going to stick around to defend their property on account of they don't want to die.

Maybe make looting anything but food or drink a mandatory life sentence.
