I don't disagree. The only real reason to do anything about it is that some degree of order is necessary for rescue/relief personnel to do their jobs, and to assure some measure of safety for all. Think of it as a public health issue....you need to have the streets clear so emergency vehicles can move through, and having near riots is not conducive to that. Ironically, the NOPD is better versed in crowd control than any police department in the US, due to their extensive experience with Mardi Gras. But lack of coordination and preplanning did not serve them well this time, nor did the severity and extent of the storm.
