I'm sure there will be rebuilding of the wetlands. Inside New Orleans, I'm guessing they might declare some of the poor low lying districts totalled, take them by eminent domain, and fill them in to make some higher ground.

Then, if the Louisiana politicians run true to historical form, they won't compensate the former poor black residents, and they will leave Texas stuck with the bill for their upkeep. Oh yes, the political battles are going to be interesting to watch.
