I don't want to be playing the blame game, but it is becoming increasingly apparent that there has been a total failure of state and local government in So. Louisiana. Their disaster plan appears to be no plan at all. I have heard nothing about disaster and evacuation drills having been conducted in preparation for a hurricane and flooding. Use of the Superdome as a shelter seemed to be a last minute decision with little thought about food, water and power. We need troops on the ground now to restore order so the evacuation can continue. It's clear the NOPD is not up to the task.
