They are caught with their pants down. Every engineer and anyone who has watched the program on the history channel about the construction of the levies knew that they would not hold up against something like this. In addition there were specials on TV last year when a level 5 hurricane was threatening that explained the risks. The levies did exactly what they were expected to do. They collapsed under the predictable conditions. It was a matter of time and everyone knew it. They just 'hoped' it wouldn't happen on thier watch. Now they should be taking the most drastic measures like declaring marshal law. I heard there are two ships heading their way and 10K federal troops. That's a start.
