Understood - but as the person on the radio said this morning - FEMA had computer models showing New Orleans would likely flood in a Cat 3 hurricane. Once at Cat 4 hurricane started towards NO, they had 2-3 days to reinforce the levees with extra sandbags, etc.

One person from the Netherlands, and expert there - said it baffled him why a First World country would allow this kind of flooding to occur - that the levees could have been improved several days before when it was obvious the storm was coming towards NO - you would expect to find this kind of damage in a Third World country...
