Anything is possible I suppose. Having been through many hurricane prompted evacuations, most who don't have other reasons. Admittedly, I didn't question anyone living in the projects, but I never heard "I plan on looting in the aftermath" as a reason.

Reasons usually range from the plausible but foolhardy "to protect my property from looters" to the truly stupid, "too much trouble".
