The question asked was direct and simple.

The question was certainly not simple.
It contained not only a question, but a statement that Saddam was giving money to suicide bombers. That statement is not accurate by itself. It's sort of like the "Have you quit beating your wife?" questions.

The fact is that Saddam has given money to victims of the Palestine/Israeli conflict. Some of the those families happened to be releated to suicide bombers but most were not. Any answer to the question as posed would gloss over this important fact.

I doubt that you could find a tape of such a performance, or at least one with an accurate translation. The money Saddam paid was for any Palestinian who died as a result of conflict with Israel. It is a distortion to pick out one subset of that group and imply that the money was paid specificly to them.
