NO doesn't produce the oil but it refines it.

name the oil refineries in NewOrleans ted.....
I'll give you a hint, there aren't any unless you count one Valero had at St Charles....it will be back online in a week.

You don't "move" refining facilities. You build new ones. If you build a new one (which nobody has done in years, due in significant part to the myriad red tape and EPA nonsense associated with it), you certainly wouldn't abandon those that are already up and running.
