I agree, it's just a matter of will to change now. The technology has finally reached the point that we could implement it on a societal level. Plug-in hybrids running on ethanol or biodiesel would end our foreign oil dependence. Brazil has already pursued this strategy in a big way and now uses 50% biofuels for their transport needs.

I do think plug-in hybrids are just a step away from full electrics. After all, someone who drive a plug-in hybrid locally, might rarely even need to use gasoline to run it. The key is battery technology and how much it costs.

It is kind of interesting how major autocompanies are abandoning their electric vehicle programs just at the time that battery technologies are improving to the point where they make electrics a solid alternative for a 2nd car.

A plus regarding electric cars is that they are cheaper to maintain than internal combustion engine (ICE) gasoline powered cars. Simplier engines with less maintence. Also, with gas prices soaring, electrics are much cheaper to operate. I've read that you can travel the same distance in an electric car for just 1/10th the price of a gasoline powered car. Now that is significant and can't be ignored forever.
