Then read them. These things were done. They were well documented at the time by the New Orleans newspaper. Louisiana has been complaining about it for a while. And yes, the administration did order FEMA to stop planning for disasters because they were going to appoint a different commission to do that. They still haven't. These are the facts, not accusations.

Plus, FEMA generated a report in early 2001 that underscored a terrorist attack in New York, a hurricane hitting New Orleans and an earthquake in San Francisco as the greatest risks of disaster in the United States.
