Evacuate all residents with National Guard.

Secure the area after the storm.

Duh ... what any good planner would have done.

We all knew New Orleans might be flooded. Bush acted like he didn't have a clue. At the last minute he finally stopped making BS speeches about the 58th reason why our army and Guard all need to be in Iraq. Then he simply reacted to things after the fact. What any poor out-of-it leader would do in a disaster. George Come Lately again.

Plus, FEMA has been warnings Bushies about New Orleans flooding for years. So what did they do? Cut funding for the levees.
