Steve, you are avoiding the issue and have changed the subject.

It's clear that the guardsmen should have been available to deal with this major emergency, particularly snipers and armed men roaming the streets, and would have been if it were not for the war in Iraq.

You suggested the criminals/terrorists/whatever should be shot. I'm asking by whom? And in a desperate situation where there are clearly insufficient police to deal with law enforcement
