Sure, but who said they should? I'm saying because the police cannot cope and the National Guard members from Louisiana are in Iraq terrorists/criminals/whatever are rampant. That is why Blanco asked for reinforcements to be sent in from elsewhere.

And I am correct -- even though I have a lousy government and I haven't read the American Constitution (actually I have read bits) -- it is apparently the duty of the National guardsmen to assist in exactly such a situation.
