Helicopters can drop food and water..and they don't need roads.

That seems like part of the effort that has been lacking.

That's not my problem -- fortunately. What interested me was the snipers and the armed men roaming the streets who you say should be shot.

And, of course, I appreciate there is a major disaster, in fact, a catastrophe, in New Orleans. My argument is that the citizens were compromised because the necessary emergency personnel were not there to deal with it.
