One of the problems in NO, is that almost all of the communications net is gone - its worse than a third world country. The emergency channels are gone, because there in now no electricity in the city or the government's communication towers are gone. Land phone lines are probably out as well. The cellular phone networks don't work, because their towers are all gone too. This means that the only way to communicate in real time is with a satellite phone. How many do you think the city of New Orleans or the State has? This means that Officers in the City often cannot communicate or get instructions from the the Police Department, or Governor. The only people who don't seem to have a problem communicating to the rest of the state/country is the media (with their satellite trucks). How many do you think the major networks have in a major metropolitan community like New Orleans? These trucks and their frequencies should be taken by the government and used so that emergency personnel are better able communicate with those in charge - hopefully the media have already volunteered to do this. You could leave the MSM with a couple trucks that they can pool. There is a mandatory evacuation, that's been in effect for over two days now. If people are interviewed by the Media, and they complain that they don't know where to go, does the reporter tell them? And yes, I believe if they have room in the truck, or extra water they should share it.
