If they are still taking stranded folks from the flooded area, I would not see any real urgency to close the gaps. Even when the gaps are repaired, it will take weeks to pump the water out.

It would seem to me that saving lives would be somewhat more urgent. And I'd suspect helicopters would be be mostly used in that effort. The damage from flooding of a several weeks is no worse than that of a week or two less.
