The people that were directed to the shelters were the ones that ignored the evacuation order. The Superdome became a shelter of last resort for them. The alternative was telling people "tough shit, we warned you to get the hell out Dodge". Further, they were told to bring several days worth of food and water with them.

Just so I'm clear; the emergency response has not been without problems, but these problems have been greatly exacerbated by a good percentage of the population ignoring multiple warnings. What good is an early warning system when people ignore it?

Lizzie, I sincerely hope for your sake, the bay area is never subject to "THE" big earthquake that's predicted. Your posts suggest you will sit on a pile of rubble wondering aloud why the authorities haven't delivered your meal replacement packs and Evian water.
