I like the idea of a channel cut from the top of Lake Pontchartrain across to the Mississippi river. All the excavated fill would be used to build up the ground level of the destroyed parts of NO. Then as the water piles into the Lake it has an exit back across to the River and vice versa of course if surge came up the river.
