I don't think it's racism this time, though it definitely still exists. I think it's economic. Poverty is considered a social disease in the United States. There are lots of rich people in NO, but it is considered a poor city. If you are poor, something is wrong with you and Americans shun those with problems, unless they can make a political point off of them (Terry Schiavo, for example).
