Bush is correct, and I'm not surprise to see you and the rest of the demohacks (don't deny you're not a demohack here) so quick to blame Bush and the Federal government...

But since you ask me, I truly believe it has all to do with the poor management of the New Orleans Mayor and the State Governor, they've done absolutely nothing and clearly were not prepared to do anything under any circumstances... I'm immediately reminded that when hurricane Andrew ran through here in 1992, the devastation was just as bad, many cities and small towns were completely blown off the map, people who lived in their neighborhoods all their lives couldn't even find their street, everything was leveled to the ground for as far as the eye can see... yes, there was looting and there were more than one million homeless residents, but order was restored almost immediately, the National Guard came in and tent cities were built, and everyone had shelter and ample food... there was none of what I see now, i.e., rape, murder, extended looting, and shooting at those conducting rescue operations, this is insane... during Andrew, we had local leadership and the State stepped in immediately, there were no dead bodies lying in the streets being ignored by police as we see in New Orleans today, or hospitals being ignored and marooned and surrounded by hooligans with guns trying to break in, no one set fires as it appears they are doing today in New Orleans... I could go on, I went through Andrew, most everyone was civil despite frequent price gauging, but there was order... what I see in New Orleans today is a disgrace upon the community leadership, no one else is responsible... for a city that is already below sea level in the first place and right in hurricane alley, it is beyond belief that the leadership in that city and State were not more prepared for this... that's where the blame rests...

The hurricane itself was the first storm, but the looting, rape, murder, homelessness, dispair, and the entire human tragedy is the second storm, and I suspect it will take many years before the people in that area could recover from the second storm, it may take a life time...

It's too early to tell who if anyone is to blame for the problems with the rescue and restoral operation. Seems to me that a lot has happened already. We all wish we could just snap our fingers and have the disaster go away, but that's not gonna happen.
