Imagine that the Feds had, as the hurricane was approaching, usurped control of the Mayor and Governor and forced the evacuations and established Martial Law before the disaster.

Results - much better reaction and lower causulties, but
tons of lawsuits by outraged Democrats

Local Governments have responsibilities. Citizens have responsibilities and yes so do the Feds.

A discussion later will have to be had on how to preposition and deploy troops, police, supplies etc after a Domestic disaster.

Perhaps congress should consider legislation that allows officials to discriminate between local politicians who are genuine idiots (Mayor of New Orleans) and those who aren't (Giuliani).

Clearly there is a difference.
