They need to get these guys before they are moved to shelters. And if they are left for dead in NO, so be it:

Yep... and the lack of appropriate controls over development resulted in the steady loss of wetlands, coastal marshes, riverine ecosystems, etc., which year-by-year heighten the potential for disasters.

The levee that keeps the Mississippi out and the levee to stop the storm surge from the Gulf worked fine. What failed were the retaining walls along the canals to the lake. No one knew the lake would get so high. Those walls were upgraded 2 years ago.
