Yes that could be done plus dredge out a lot of dirt in the low lying areas, create a deep water bay and use that dirt to help built higher density mixed use development on some of the ground. It might not be financially feasible due to the very low income levels of the area and enormous costs but that wouldn't stop the administration from even more deficit spending and furthering the ownership society program.
