It's been know for years that New Orleans was one of the most vulnerable locations in the face of a hurricane. Bush's answer was to cut the budget for repairs and additions to the storm fortifications...this money being redirected to Iraq and the tax cut for the rich.

For the life of me, I cannot understand why every bus and train and truck was not summoned to get people out before the hurricane hit. Certainly the 4 days of waiting to get the first 100 National Guard in there has to be an embarrasment to this administration.
