Ted, Now who is reponsible for the planning behind the delivery of those ships to the disaster area. The governor? No, its outside of her jurisdication. The mayor? Of course not, he has no control.

I'll repeat: At the very least, it was the governor and/or the mayor's responsibility to call for help in a timely manner.


You said you worked for FEMA. If that's how you think it works, then you are lying. With the basics, you don't wait until the governor and mayor asks for help.
Specialized reinforcements maybe....like the LA governor asking for specialized national guard troops.....MPs and the like when it became apparent that NO was getting increasingly violent. Changes like that can happen after a disaster. However, medical supplies are a normal pre requisite and a part of normal preparations.
