I blame the local officials for not having or organizing any sort of emergency plan, none whatsoever...

Yeah, right. The Federal government will rule on whether you should pray in the schools or not, whether you should smoke marijuana or not, how many times you piss in a day, and other important stuff. While the local government is for miscellaneous things like whether you come out of a disaster alive or dead.
