"Couldn't the ships be loaded before Katrina hit?"

Sure. I don't know if FEMA owns any ships, though. It would be expensive having some ships at anchor on the off chance that there was a hurricane.

There are two different sets of ships that I am referring to.........both owned by the US Navy:

One set is made up of destroyers and aircraft carriers bringing helicopters and clean up equipment.

The other set are two navy medical ships that are all white. Let me add......one medical ship won't get there until next Thursday and the other the middle of Sept. The health emergency is now, not next Thursday. There are sick people who are being evacuated from hospitals and there's no place to put them. Is this reasonable? I don't think so.

It seems to me both sets of ships could have been loaded last week and made their way down to the Gulf of Mexico behind Katrina.
