Before you try to transfer all blame on Bush, what state readiness programs were put into action, why did they take so long...?

Are you uncomfortable recognizing the chain of command, who is responsible...?

I realize this may hurt your Bush bashing, but it is more important to be a problem solver than a party dependent.
