azb: the two missions (federal and state) of the National Guard units (Army and Air Force) are explained on their websites. Do a google search for "National Guard mission" and learn more about their roles.

Guardsmen are not a substitute for combat troops--and by golly, I hope not--had too many friends pulling occasional weekend Guard training duty over the years in addition to their full-time jobs, and definitely wouldn't trust those part-time soldiers to throw bombs and shoot the enemy! <<gg>>

Surely you wouldn't want all our combat troops over in Iraq or any other international war zone, either. We need combat troops here in the U.S. at all times.

Basically the straight military doesn't do domestic stuff. Of course, Bush could override the Generals.
