<<Great Lakes freighters are not the same as the freighters that sail the oceans. >>
I hold a Masters ticket, inland and international. Much, not all the cargo on the Great Lakes centers on coal and ore. Very little the Atlantic could throw with a long warning that Lake Erie could not triple with little or no warning. Most Great Lakes ports are not large enough to hold several additional vessels more than current. OOHhhh,, don't forget a big reason for ports like NO and Houston-- the Great Lakes freeze solid some years and even with CG breakers it is tough to keep open for minimal traffic.
