The bulk carriers are there, just not in full use. They have always used a smaller carrier on the lakes and transfered for all bulk goods. Works well.

They're pretty much in use now, moving things port to port. Ocean going ships can get to most ports on the Great Lakes. But they cross half the US and pop out in Canada. About 1,200 miles away from where the LA. ships hit the seas.
