According to this post by Donald Sensing, the feds don't just go in, they have to be asked.

Technically, the Governor has to ASK to get active duty troops. It's a formal request. Bush can send National Guard and reserve troops without being asked.

National Guard troops were on the ground when the storm hit. Their commanding officer should be fired for the way they performed at the Superdome on Wed and Thur. They never had control. They stood at the doors and let what went on inside turn into a zoo.

We had total federal intervention by today, TWO DAYS AFTER THE BREACH! That's really moving, folks.
