the busing of the poor section out was part of local plan. the plan was to use the school buses and local transportation. one person said they sent out buses but they came back mostly empty, no one left or took advantage of the buses. the local plan was to take them to centers. parts of local plan was parishes , etc take care of their own areas.. it seems it all broke down as no one expected the levey to break.

from watching prior to the storm the leadership of new orleans etc did not take this storm seriously and take proper action. only after worst case with water flooding the city and only then when they found out the flooding was much more serious than earlier was help requested.

i still fail to understand why air drops cannot take place in various parts of the city for food and water.
