A FEMA USAR team is intended first to be a local resource, operating to meet immediate needs if a local emergency arises. The team is then a state resource to be used when a disaster exists in the state. Finally, the team is a federal resource to be used anywhere within the nation. The local and state needs have priority over a federal need. FEMA will not federally activate a team if a local or state disaster exists.
