Kumar, from what I've seen, the first world people left New Orleans during the evacuation, and the third world people who remained took over, stealing, shooting, abusing and generally acting like barbarians. <What I see on TV re New Orleans or Biloxi is no different to what I have seen in India or Phuket or seen re Bangladesh. >

I don't recall seeing barbarians in the aftermath of the tsunami.

I dare say that more than a few people who stayed had an eye to a spot of robbery during the evacuation, even before the flooding began.
