I have heard this on shortwave and then two nights ago the topic came out in the open on "mainstream" conspiracy radio (Coast to Coast and Alex Jones). In a way there is a good bit more evidence that something like this may be possible than the "Bush caused 911" idea.

One public source is a US Air Force website of a few years ago (which has been since been taken down) that stated that the USAF will "own the weather" by 2025 and be able to call up droughts, floods, tornadoes or hurricanes on demand to use as weapons of war.

Another is HARP, a mega-expensive radio array in Alaska, run by the US Navy. The public disclosure is that HARP is to be used to stimulate the upper atmosphere for use in research about the Auroa Borealis. But a Dr. Eastland, the designer of much of the HARP system has a US Patent for such a radio array and the lengthy patent goes on and on about weather modification and how to use a system like HARP to cause weather disruptions halfway around the globe from the array and also that such an array could be used as a military asset.

As a guy who spent two hard months last summer with a chain saw and a big tractor digging out from under the destruction caused by Charlie (and also who was watching the TV when at the last minute the fast moving storm changed track and headed up Charlotte Harbor and made a beeline to my house) my ears perk up when I hear something like this. We truly live in strange times.
