Wrong. Bush cut levee funding by more than 80% after the Army Engineers pleaded for more. I have posted those articles. There is no debate about that. The levees are the responsibility of the Army corps of Engineers, not some local board. It is a federal and national security responsibility.

I understand though that Bushies never admit that Bush and his people are wrong, corrupt, inept, out of touch, dishonest or anything else despite all glaring evidence. So of course they usually blame Bush's mistakes and sins on the victims. We saw that during the Enron energy crisis where Bushies spent millions blaming the gouging on the victims. Now, poor blacks are being blamed for being there during the flood.

Ignoring 911- warnings, Iraq and Katrina - the trifecta of horrendous screw-ups which put Bush-Cheney at the very bottom of the list of US administrations.
