"First of all, this isn't a "hurricane"." First off, there was a hurricane. The outlying areas were suffering too. Things are improving there, but it has been slow. The media focusses on New Orleans because that is where the big story is. But there are others, a lot of others. Secondly, there was a disaster plan. All cities have to have one. FEMA contracted with a company to provide one. And they approved it. If you knew anything about the situation, you'd know this. The fact that you don't... Thirdly, local officials have been trying to get money to upgrade their well known levee problems. Their money was reduced substantially as the Times-Picayune has been reporting over the years. Last year, the Corp. of Engineers stopped maintenance on the levees for the first time in 37 years. Both local and state officials complained about that loudly, but were ignored. Fourthly, FEMA was specifically instructed earlier this year to stop doing any disaster planning at all. While some noises were made about appointing another commission to take over that task, none ever was. Brilliant move, that. You know, you have some pretty strong opinions and seem to know nothing about the actual situation.

The problem isn't the "hurricane". The problem is the flood. That's right. Now you're getting it. Now move on up to the next step. The levees were breached because they were not in the best of condition. Now this is the tough one for you to deal with.....so sit down.....money kept getting cut by Bush that was meant for the improvements to those levees so that he would have enough money for the failing war in Iraq and his tax cuts to the rich. That may or may not have made a difference.......we will never know......but given the current mood of Americans, guess who will take the blame.
