Well he was frustrated and angry, but pointing fingers only goes so far, especially if you keep doing it. He really should've insisted on the guard being there before the storm and on Monday night, in no uncertain terms and as a priority. I didn't get the sense that that was at the top of his list, nor was controlling looting but he wasn't thinking ahead. Search/rescue is important but it was clear (to me, anyway, and I posted the same on the hurricane thread) that if order disintegrated that search and rescue (and evacuation) would be hampered, and goddamit they were. Nagin ain't getting high marks from me.....
