I don't think "Mafia" per se. There is a Mafia in New Orleans, or Cosa Nostra, real Italians and Sicilians, connected with the East Coast mob.

And there is the "Biloxi Mafia" which is not part of that group. They are involved in the casinos now but before that in drugs, gambling, prostutition.

The gangs in the Superdome were surely blacks. Plenty of black gangs in New Orleans, just like any other city of similar socioeconomic makeup.

"Mafia" per se keeps order. They engage in criminal activity but they don't allow chaotic victimization of women and children.
