Actually its you that's clueless........it would help if you got out of Hot Springs once in a while. Why do you think the French Quarter is called the "French Quarter". Let me explain it to you......that was the original settlement of New Orleans by the FRENCH. Why was it the original settlement? Because it was the only area of that part of Louisiana that was above sea level. You see that's why the French Quarter did not flood during this disaster. Are the lights coming on.......at all?

You've never been there. It is obvious.

Here you go:

"Not that Mount's taking it lightly. His sister lives in the French Quarter in New Orleans and evacuated to North Carolina. Her home isn't underwater because, Mount explains, the French Quarter was built on the natural levee of the Mississippi River. It's about 5 feet above sea level. But his sister doesn't know what will be left of her place when she gets back."

Having said that, I think they are starting to turn this thing and New Orleans can begin to recover. That's all wanted.
