Perhaps everyone might want to read the story again. The Red Cross is assisting refugees - about 100,000 at the time that was written in something like 100 centers set up outside New Orleans - just not IN New Orleans.

I would think the reason for that would be obvious.

I thought the govt's position made a lot of sense. The red cross is providing support outside NO. NO is flooded, hard to get into, hard to get around, everyone is leaving. People shooting each other. I'm sure there are a lot of reasons the govt. asked them not to enter NO. Like needing to provide protection-remember, childrens hospitals, old folks homes, pretty much everything was being f*cked with. My default position is that the people there know a lot more about the specifics of the situation than I do, or if they miss something it's probably a matter of stress/no communication/other priorities, rather than a willful desire to screw things up or incompetence.

The screwing things up and incompetence happened way before the hurricane. IMHO
